Effective date: August 6, 2026. Next Chapter operates under Khorizon Group ownership. The Group CEO approves annual budget, country expansion, regulated services, debt, equity, and contracts above $25,000. The business lead may approve ordinary spending up to $2,500 within budget; Finance independently approves payouts and reimbursements.

The Founding Student Outcomes Lead owns provider quality and student privacy, admissions claims, and conflicts of interest. Conflicts are disclosed before decisions, and interested persons do not finally approve their own pay or transactions. Monthly reviews cover cash, safety, privacy, tax, payroll, complaints, and launch metrics. Signed contracts and evidence are retained in the restricted company record system.
